OK, which genius thought up Mantyhose?

I know for centuries men wore hose and that they are practical in some circumstances. However why the bloody skirt thing too. Together and in the way they’re styled they don’t look right.

I suppose in a way you can see where they came from with the skirt. There’s no denying that Scots proudly wearing a kilt works and that that as I’ve said tights/hose do have their place even today but together … nah, to me they look incongruous.
